Driving in a foreign country can be intimidating. Even for the most seasoned “Cancun Guru,” seeing flashing lights in the rearview mirror while navigating the Hotel Zone is a surefire way to spike your heart rate.
But for travelers planning to rent a car in 2025, the experience is about to change dramatically.

Here at The Cancun Sun, we are closely monitoring a major shift in how traffic laws are enforced in the Mexican Caribbean. The government has announced the launch of the “MOBI” project, a modern initiative that will replace traditional traffic stops with a high-tech, automated photo radar system.
For tourists, this is a game-changer. It means fewer interactions with police on the side of the road, but it also means you need to be hyper-aware of your speed—because the cameras are always watching.
Here is exactly how the new system works and, crucially, how it will affect your rental car deposit.

The End of the “Traffic Stop”
The biggest headline for travelers is the disappearance of the traditional Traffic Police in Benito Juárez (the municipality that includes Cancun).
According to Rafael Hernández Kotasek, the director of the Quintana Roo Mobility Institute (Imoveqroo), the city is transitioning to a fully electronic model. The goal is to modernize the roads and remove the human element from speeding enforcement.

The Insider Reality: This is fantastic news for tourists who get nervous about driving abroad. Under the new system, officers known as “Mobility Agents” will focus solely on directing traffic and helping pedestrians. They will no longer have the power to pull you over and issue fines for speeding. The authority to fine will belong exclusively to the cameras.
How The Radar System Works
The new system will place speed cameras at strategic points throughout Cancun, likely focusing on high-traffic avenues like the Hotel Zone strip (Kukulcán Boulevard) and the chaotic Tulum Avenue downtown.

If you speed, the camera snaps a photo of your license plate. The ticket is generated automatically and digitally assigned to the vehicle’s registration.
This creates a smoother, less stressful driving environment. You can focus on the road and your GPS without worrying about being flagged down for going 5 km/h over the limit by an officer.

The Rental Car “Gotcha”
This is where savvy travelers need to pay attention. If you are driving your own car, the ticket comes to your house. But if you are in a rental, you might think you are off the hook since you’ll be back in Chicago by the time the mail arrives.
Think again.
Rental car agencies have anticipated this for years. The credit card you put on file for the security deposit is their safety net.

How it usually works:
- The camera flags the rental car for speeding.
- The fine is registered in the state system.
- When the rental agency processes the car’s return (or sometimes weeks later), they receive the notification.
- They charge your credit card for the fine plus a significant “administrative fee” for handling the paperwork.
You could easily see a $50 USD speeding ticket turn into a $100 USD charge on your statement three weeks after your trip.

Is Renting A Car Still Worth It?
With these changes, renting a car actually becomes less stressful on the road, provided you follow the speed limits. The removal of roadside stops makes for a more relaxed drive to Chichén Itzá or Tulum.
However, if you are worried about accidental infractions, this might be the time to reconsider your transport strategy. Using rideshare apps or pre-booked private transfers completely eliminates your liability. If the driver speeds, that is his problem, not yours.

The Savvy Traveler Strategy
If you do rent a car under this new system, follow these rules to protect your wallet:

It is your best defense. Local drivers are excellent at flagging speed cameras and remaining checkpoints in real-time. Trust the app.
Don’t get confused. 60 km/h feels crawlingly slow if you are used to miles, but that is the limit in many zones. Don’t let muscle memory get you fined.
Ask before you drive off. Ask the rental agent specifically: “What is the administrative fee for photo tickets?” Knowing this cost upfront prevents sticker shock later.
The Verdict: A Modern Step Forward
This transition to the “MOBI” system is a major step toward modernizing Cancun’s infrastructure. For the traveler, it trades the immediate anxiety of a police siren for the delayed annoyance of a credit card charge.
Ideally, you won’t experience either. Keep your eye on the speedometer, enjoy the freedom of the open road, and rest easy knowing that the days of confusing roadside negotiations are coming to an end.
