I have encountered, in the US, people of Billy McFarland's ilk. (Fyer 1 & 2). They have the ability to visualize a concept. Visualation to them becomes instant reality.

Mr McFarland, for the second time, has encountered legal and cultural differences much different than in the US. "The way of doing business"

My guess, he did not include the proper Mexican entities, public and private to obtain the necessary permissions to have his festival. An approved MX individual, knowledgeable of the MX labyrinth of obtaining the proper documentation is helpful.
