The First Surprise: The Insurance & Permit “Grey Area”

This is the most critical issue that operates “under the hood” of your ride. A common rumor on traveler forums is that Uber drivers lack the proper insurance to transport tourists.

  • The “Corporate” Insurance: Uber Mexico provides nationwide, third-party liability insurance for every single ride. From the moment your driver accepts the trip until you are dropped off, you are covered by Uber’s corporate policy.
  • The “Local” Permit Problem: The issue is at the state level. Quintana Roo’s (Cancun’s state) mobility law requires all ride-sharing drivers to have a specific, and often difficult to obtain, local permit to operate. Due to the ongoing, intense conflict with the powerful taxi unions, many drivers may not have this specific local permit.

Here’s how it works: You take a 20-minute ride from the mall back to your resort. You get out, thank the driver, and head to the pool. An hour later, you get a notification that your 20-minute ride cost $60 USD. The driver “forgot” to end the ride when you got out and continued to drive around, padding the bill before finally marking the trip as complete.

Because the payment is tied to your credit card, you are charged automatically. You are then left to fight with Uber’s customer service (often a chatbot) from a foreign country to get a refund, which can be a nightmare.

The Third Surprise: The “Cat-and-Mouse” Pickups

This is the most common frustration. You still cannot get an Uber from the main arrivals curb at the Cancun Airport, nor can you be picked up at the main lobby of most major resorts. The taxi unions still control these zones.
