Cancun, in particular, has a mass surveillance system called the C5, which the police force uses to act quickly and efficiently if there is any disturbance or threat in any particular area.  

Connecting all CCTV in Cancun to one control center means that criminals are being deterred from acting in any way that could be caught on camera and expose their identity. 

Though it might be giving off 1984 vibes, rest assured these increased measures are the reason why so little crime is reported, and while it might take a bit of getting used, know that it is worth it.
